Dr. Nicole Keedy

Dr. Nicole Keedy

Dr. Nicole Keedy is a licensed psychologist who has been practicing in Dubuque since 2010. She received her BA from the University of Wisconsin-Madison and her PhD from the University of Iowa, followed by training at the Milwaukee VA Medical Center that included treatment of trauma symptoms. In 2025, she founded Resilient Mind Psychology, a solo practice in Dubuque emphasizing first responder wellness.

Dr. Keedy provides a variety of services, including pre-employment psychological evaluations, resilience training, and talk therapy, for first responders. She has worked closely with the Dubuque Police Department (DPD) to support their officers and has served as their Peer Support Team Advisor since 2022. She co-developed a four-session program in tactical self-awareness that is provided individually to each new officer in the department. Her collaboration with DPD leadership secured a two-year Law Enforcement Mental Health and Wellness grant to support various wellness activities, including the implementation of wellness visits in 2025. She now provides annual wellness visits for the DPD and the Dubuque County Sheriff’s Office.

Therapy with Dr. Keedy utilizes evidence-based approaches including mindfulness-based cognitive behavioral therapy and exposure treatments. She welcomes outreach to request information, seek services, or learn about other referral options including psychologists from other regions of the state.


Jill Ohm

Retired Officer Jill Ohm

Jill Ohm attended the University of Nebraska at Omaha (UNO) where she graduated with a Bachelor of Science in Physical Education K-12. She was also a college athlete and played basketball for the UNO Mavericks from 1995-2000. After graduating served as an Emergency Medical Technician on the Ambulance Service in Le Mars, Ia. Jill began her law enforcement career in 2004 as a police officer with the Hawarden Iowa Police Department. On September 13, 2010, she was hired by the Sioux City IA Police Department (SCPD) where she was assigned to Uniform Watch II as a Master Patrol Officer. During her time as a police officer, Jill served as a Field Training Officer and received numerous awards to include two Purple Heart awards; awarded by the Sioux City Police Department and the Iowa State Police Association; Distinguished Service award from the Sioux City Police Department, Women of Excellence award, Women Taking Risks from Women Aware, Top Cop Honorable Mention from the National Association Police Organization, and Officer of the Year Honorable Mention from the Iowa Association Women Police.

On October 3, 2014, Jill was involved in an officer involved shooting where she sustained facial injuries. Jill returned to full duty three months following the shooting where she continued her duties as a patrol officer and FTO on Watch II.

On December 12, 2016, Jill was medically retired from the Sioux City Police Department. On July 6, 2021, she was rehired by the Sioux City Police Department for the position of Crime Analyst Technician and continues to serve in this capacity. Jill also serves as a member of the Sioux City Police Department’s Peer Support Team.

Jill will be speaking about her officer involved shooting to include the call for service, crime scene photos, and the injuries she sustained. She will also talk about how the department handled the shooting, her return to work, and being forced to medically retire before she was ready. Jill will also discuss her mental health and other issues she dealt with and continues to deal with in the years following the shooting.


Heidi Ramsey

Heidi Ramsey

Heidi Ramsey retired after 23 years with the Ohio State Highway Patrol, serving in various operational and administrative capacities during her tenure. During this time, she created SIGNAL, a preparation course for troopers seeking promotion to sergeant; the Public Safety Leadership Academy, a 10-week leadership course for mid-level police supervisors; and Ohio ASSIST, a three-day post critical incident seminar for first responders dealing with the aftermath of traumatic events. She also held assignments at the Academy, Labor Relations, Legal Services, and Human Resources prior to her retirement in 2018.

Currently, Mrs. Ramsey serves as an instructor at the FBI National Academy, a 10-week leadership course for law enforcement executives from around the world. Her primary course of instruction is Leading At-Risk Employees, which provides resources and strategies for managers to deal with employees suffering from substance use disorders, post-traumatic stress, suicide, and depression. She earned the Jefferson Award from the University of Virginia for research in critical police incidents and public engagement issues and has taught internationally in the areas of wellness and leadership.

Mrs. Ramsey graduated from the FBI National Academy Session 266 in December 2016 and has a Bachelor of Arts from Cleveland State University, a Master of Business Administration from Capital University, and a Juris Doctorate with a concentration in Employment Law from Capital University Law School. She is a certified attorney in the State of Ohio and resides in Manassas, Virginia.
